A lot of things going on here with the terminal ballistics and the target. This was just part of a teaching point I was trying to give to some ladies/room mates looking for home protection. Well, and then I just had to cut the bottle in half with the AK-47! :) I also had some steel plates hanging there to demonstrate the effectiveness of that same round regarding a flak jacket, 7.62x39 round, .410 slugs, lead round ball, and a .40 S&W round.
That helium bottle is for balloons, not LP gas. I have a lot of those from someone I know that does party catering. Though, I have shot at LP tanks filled with LP.
I use spent helium bottles just to be on the safe side. It is plausible that I could set off an LP bottle and set my place on fire from a spark between can and bullet.
The shot on that can was made at 30 yards. At 100 yards, a .50 caliber lead ball is going to be light on kinetic energy with just 50 grains of black powder. So, I would step up the load to 100 grains.
If it is a "fireball" that you are after, allow me to recommend the following:
Get a two gallon gas can, about half full of gas. Put a lit candle behind it about two or three feet so that upon exit the round would fly over it. Get 100 yards away and shoot at the can (with the candle on the other side) with round lead ball, Marlin 336 in 30-30, AK-47, Remington 700 in .308, whatever.
Generally, no candle and no "whooof," cause there is no flame. The round really is not hot enough to ignite the fuel at that distance unless you are using something tipped with good ole Willie Pete.
Just my experience. If you are recommending a "government study" complete with 8x10 color glossies with arrows and circles and a paragraph on the back of each one explaining the criminal act, well, game on!

Isn't it more important to be concerned with America succeeding? The success of one individual who is an employee of the American People is not near as important as the welfare of our nation and it's people. The American people deserve and have the right via the Constitution to the "pursuit of happiness". That is the right to succeed or fail on their own efforts, without any interference from the Federal Government.
The President, regardless of who is in the office at the time, is at best, a temporary employee and needs to remember who his boss is. US.
